         Annual Appropriation Limit for FY 2017-18

         The City Council and the Community Services Board of Directors approved the annual Appropriation Limit
         (“Gann Limit”) for FY 2017-18. The Appropriations Limit sets a cap on the amount of tax based revenues that
         can be appropriated or expensed for the coming budget year.  The Gann Limit changes from year to year
         reflect the change in population and the change in the cost of living.  The City is currently 38% below the
         limit and the Community Services District is currently 43% below the limit.

         Hazard Abatement Program

         The  Fire  Hazard  Abatement  Program  is  a  main  component  in  keeping  our  communities  safe  from  the
         devastating effects of wild fires.  The City’s abatement contractor started hazardous fuel reduction through
         disking operations for over 300 non-compliant parcels.  With the recent wild fires, it is important to reduce
         the  risk  of  fires  by  pro-actively  establishing  defensible  space  and  reduction  and  removal  of  combustible
         debris and dry vegetation. Fire Inspectors will continue to monitor the abatement process until all parcels in
         the City are in compliance.

         Fireworks Safety Officer Training


         In  preparation for  the fourth of  July  event,  Fire  Inspectors  completed  a  Fireworks  Safety  Officer  Training
         Course  sponsored  by  the  Orange  County  Fire  Prevention  Officers  Association.    The  course  provided  key
         components for all outdoor fireworks displays to recognized hazards when preparing for fireworks shoots.
         Through  this  course,  Fire  Inspectors  received  the  required  knowledge  needed  to  ensure  the  community
         experiences a fire safe fireworks show.



         Office of Emergency Management



         Joint Exercise With American Red Cross

         On  June  3,  Office  of  Emergency  Management  (OEM)  staff  and
         volunteers from the Emergency Response Force (ERF) were on
         site  at  Valley  View  High  School  for  a  joint  exercise  with  the
         American Red Cross. The   exercise focused on proper sheltering
         processes and bulk         distribution of food and water. Participa-
         tion  in  this  event  was  an  excellent  opportunity to  continue  to
         foster the  collaborative relationship between the City and the
         American Red Cross.
