Heacock Street Improvement from Revere Place to Cactus Avenue

This project will realign and widen Heacock Street from Revere Place to Gentian Avenue from 2 lanes to 4 lanes
to improve capacity and provide a new riding surface to accommodate truck traffic. Additional overlay and
striping from Gentian Avenue to Cactus Avenue will be constructed dependent upon funding. The
improvement includes construction of roadway widening, new asphalt pavement, asphalt overlay, curb and
gutter and sidewalks along the easterly side of Heacock Street. Work also includes adding new street lights,
modifying the existing traffic signal at Gentian Avenue and installing new striping.

The project is funded through Transportation Uniform Mitigation Fees (TUMF), Development Impact Fees (DIF)
for traffic signal, and Measure A for local match. The project was advertised for construction in October 2016.
Construction will start in January 2017 and finish in June 2017 (weather permitting).

Box Springs Communication Tower

The City has leased tower space for its radio operations on Box Springs Mountain since 1999 and costs have
steadily increased during that time while the facility housing City equipment has declined to unacceptable
levels. American Towers, the lessor, has advised the City that future costs will continue to increase by
approximately 4.5% per year.
Capital Projects Division is teaming with Technology Services Division to build a radio communications tower
on Box Springs Mountain as a permanent tower to meet the City’s growth potential. The proposed site is
located just above the “M” on Box Springs Mountain. City Council approved award of construction contract to
Jitney Company on October 4, 2016. Construction will take place from December 2016 to May 2017 (weather
permitting).

Reche Vista Drive Realignment
The contactor, Vance Corporation, continues grading and construction of retaining walls at Canyon Ranch Road
and road widening at Country Road.

City Council approved additional work to the project’s original scope of work in responding to various requests
from the residents at its Regular meeting of June 21, 2016. Additional work includes widening the intersection
of Reche Vista Drive and Country Road for a new left turn lane, extending the retaining wall length and height
for the resident’s home adjacent to Reche Vista Drive, and adding solar powered flashing beacons and special
traffic delineators for an equestrian crossing at Canyon Ranch Road.

The construction of the retaining walls at Canyon Ranch Road continued in early November 2016. Once the
retaining walls have been completed, the contractor will be completing the final grading of the road at this
