Heacock Street and Indian Street). The City Council, acting as the legislative body for the CFD, approved the
issuance of bonds during its August 16, 2016 meeting. Debt service on the bonds will be funded by a special
tax collected on only those eligible parcels within the District.

Property Owners Work with City to Discuss Maintenance Options of Public Landscaping

A group of property owners are working with the City to evaluate proposed changes in the maintenance of
their public landscaping. In June, the property owners in Zone 04 did not support a proposed increase to their
annual parcel charge. Revenue from the parcel charge funds the maintenance of the landscaping surrounding
their neighborhood. Without adequate financial resources, the frequency of landscape maintenance will be
further reduced. Effective January 1, 2017, the frequency of service will reduce to once every 20 weeks from
the current frequency. The property owners are discussing further cost cutting options which may include
removing the turf in the medians along Moreno Beach Dr. and Iris Ave. They are also discussing alternatives to
increase revenue. Zone 04 is located around the golf course, in the eastern half of Moreno Valley Ranch.
Hidden Springs Residents Community Conducts 6 Litter Pick-Up Event

Residents in the Hidden Springs neighborhood gathered on a Saturday to collectively participate in a litter

abatement event. On October 21 , approximately 20 volunteers participated in the project. Volunteers
included residents and a local Girl Scouts Troup. The group collected six bags of trash, noting this year’s litter
level was significantly lower than that of prior years. The residents started the annual tradition as a community
project in 2010.

City Approves Purchase of SCE (Southern California Edison) owned Street Lights

On October 18 , the City Council approved the purchase of approximately 9,400 street

lights from SCE. With the transfer of the street lights, the City will pay a lower bill to
the utility company and will assume ownership and maintenance responsibilities. Not
only will the City have control over the ownership costs (e.g. maintenance), but it will
also have direct control over responsiveness to customer requests for street light
repairs. Over the next few months, the City will evaluate financing alternatives and
whether or not it will convert the street lights to LED (light-emitting diode) technology,
yielding a further cost savings. After the City approves the financing plan, the
ownership transition is expected to take up to 17 months, which includes approval
from the Public Utilities Commission.

Transportation

Towngate Boulevard / Eucalyptus Avenue Road Diet

A “Road Diet” was recently implemented on Towngate Boulevard / Eucalyptus Avenue from Day Street to
Frederick Street. The roadway, through striping modifications, was reduced from six to four traveled lanes and
the extra width was reallocated for buffered bike lanes. All of the required work was accomplished with in-
house forces. Road Diets are an effective means of expanding the bicycle network and improving overall safety
and community livability.
