Edgemont Neighborhood Pavement Rehabilitation
The contractor started the construction in November 2016, of the pavement rehabilitation on Dracaea Avenue
(from west of Edgemont Street to Day Street), Bay Avenue (from Day Street to Frederick Street), Abington
Place, and Berkshire Lane. The pavement rehabilitation work includes either slurry seal application or
removal/replacement of the existing asphalt concrete surface. The work also includes the reconstruction of a
number of driveway approaches along Dracaea Avenue to match the new pavement. Pavement rehabilitation
will enhance safety and drivability while extending the service life of the roads. Construction is scheduled to
be completed by the end of November 2016.
Alessandro Boulevard Entry Monuments
Work has begun on updating the two City entry monuments located at the intersection of Alessandro
Boulevard and Historic Route 395. Van Holland Concrete will be performing the work. The scope of work
consists of building short, stucco monument signs on top of the existing concrete walls, refacing the concrete
walls with stone treatment, providing new “Moreno Valley” lettering, and placing new color City seals.
Construction will take place in November and be completed by December 2016 (weather permitting). Shown
below are a “before” photo and a rendering of the proposed update.
Land Development
Private Watercourse
The Land Development Division sent out over 800 “Reminder to Maintain Private Watercourse” notices at
the end of September. These notices are sent every year to private property owners that have a privately
maintained watercourse through their property. The required compliance date is October 14, 2016 with
inspections to occur by the end of October. Maintenance of these private watercourses is critical to ensure
storm water will flow across the City as designed. If there are any questions regarding the notices, please

Special Districts
CFD Bonds Sold with Favorable Interest Rates
The City’s Financing Team was able to secure interest rates of 2.00%-3.25%, with a term of 30-years, for
$3,265,000 in bonds. The bonds were sold for Improvement Area No. 1 of Community Facilities District No. 7
(CFD). Proceeds from the bonds will reimburse the developer for flood control facilities installed and accepted
by the Riverside County Flood Control District in 2009. Construction of the improvements allowed for the
development of property within the Improvement Area (between Cardinal Avenue and Nandina Avenue, and
