On October 6, Office of Emergency Management (OEM) staff presented earthquake preparedness information
to the parents and teachers of Armada Elementary School. The information
included, developing an emergency action plan, building earthquake
emergency kits, and how to stay informed during an earthquake disaster. An
interpreter from the school was on site to assist in translating the information
to Spanish speaking guests.
In October, the Office of Emergency Management and volunteers from the
City’s Emergency Response Force (ERF) participated in various community
events such as, the Muscular Dystrophy Association (MDA) Fill-the-Boot
Campaign, Hike to Box Springs “M” Trail sponsored by the Recreational Trails
Board and the Moreno Valley Parks and Recreation Department, and Ride
MoVal. ERF was onsite to provide basic first aid, hydration and a cooling center
for the participants. No aid was required, however several participants from
each event utilized ERF’s services to rest, hydrate and get cool..

Fire Operations
Fire Department Significant Events

On September 8, units from the Moreno Valley Battalion responded to reports of a person down in Towngate
Fire Station 6’s primary response area. Engine 6 arrived on scene to find a 28-year-old woman lying on her bed
with traumatic head injuries. Firefighter paramedics immediately initiated an advanced life support (ALS)
assessment of the patient who was only responsive to painful stimuli. The family on scene stated the patient
was going downstairs and fell face first onto the lower railing; they placed her on the bed prior to Fire
Department arrival. The patient was placed in full spinal immobilization before preparing her for rapid
transport. Fire Department personnel maintained patient care while en route to Riverside University Health
Systems. Once at the hospital the patient was transferred to the awaiting trauma team in which they
established advanced airway placement and prepped her for a computerized tomography (CT) scan.

On September 9, Fire Department units from the Moreno Valley Battalion were dispatched to “stage” for a
person that had jumped from a moving vehicle in Kennedy Park Fire Station 65’s primary response area. Engine
65 arrived on scene and found a male victim lying on the roadway with obvious major head trauma. According
to witnesses, the victim had jumped from a moving vehicle. Fire Department personnel quickly assessed the
patient and found he was breathing abnormally and had an abnormal pupillary response. Firefighter
paramedics obtained vital signs, established airway support, and placed the patient in full spinal
immobilization. Our paramedics maintained patient care while en route to the hospital. Patient care was
transferred to the awaiting emergency department staff with the patient remaining in critical condition.

On September 14, units from the Moreno Valley Battalion and CALFIRE/Riverside County Fire Department
responded to reports of an unknown type fire in Sunnymead Fire Station 2’s primary response area. The first
arriving engine company reported a single family residence with a working fire and requested a full first alarm
structure fire response. Firefighters initiated an aggressive interior fire attack containing the fire to one
bathroom and the master bedroom with minor smoke damage throughout the residence. The fire displaced a
total of 7 adults and 5 children. City of Moreno Valley’s Building and Safety Department was requested for a
follow-up inspection of the structure. No injuries were reported to civilian or Fire Department personnel.

On September 15, Fire Department units from the Moreno Valley Battalion were dispatched to a reported auto
versus pedestrian in Towngate Fire Station 6’s primary response area. Engine 48 arrived on scene to find a 20-
year-old male patient with significant head injury. Fire Department personnel began an immediate advanced
life support (ALS) assessment and treatment to the patient that was extremely combative due to a possible
