Affordable Housing Compliance Monitoring has an Impact

               With the assistance of our consultant, RSG, we have completed our annual affordable housing compliance
               monitoring over the last 10 months by reviewing current compliance data and working directly with
               approximately 25 multi-family property owners and/or managers to bring current units into compliance for
               over 1,200 affordable units within the City limits. During these monitoring efforts several properties were
               discovered to be out of compliance. With the collaborative efforts of our consultant, Finance, Code
               Enforcement and Fire Prevention, we were able to swiftly engage property owners and managers with
               improving living conditions for our residents and bringing many properties within compliance levels.

               As a direct result of this monitoring we were able to analyze rents charged over the last year along with rent
               increases for appropriateness and compliance with guidelines. In one instance of a senior apartment complex

               we were successful in identifying that a proposed rental increase scheduled for December 1  would put the
               property out of compliance.  As a result, the property management company rescinded the proposed
               increase to remain in compliance with the affordability regulations.


               Financial Resources

               Time and Materials (T&M) Program

               The City’s Time & Materials program was created to provide qualifying large-scale development programs the
               convenience and economies of scale option deposit account to fund staff time and material costs of project
               development.   Work is performed by each  of  the development services divisions: Building & Safety, Fire
               Prevention, Land Development, Parks, Planning, Special Districts and Transportation.

               Both time of staff and materials used or outsourced services are tracked and reimbursed by the developers as
               services are rendered.  Developers are provided a  monthly report  of activity and deposit accounts are
               replenished as needed. Our active T&M Projects, including the projects that are in the warranty phase, are:

                   •  March Business Center by Western Realco (CSIPWR Moreno Valley, LLC)
                   •  Nandina Building A by IDS Real Estate Group (FR/Cal Moreno Valley, LLC)
                   •  Aldi Foods Distribution Center by Aldi, Inc.
                   •  Deckers Distribution Center by Sares-Regis



               FIRE DEPARTMENT

               Tip a firefighter – St. Jude Campaign

                                                 On  September  21,  units  from  the  Moreno  Valley  Battalion,  Riverside
                                                 County Fire Department Reserves, and the Moreno Valley Fire Explorers
                                                 attended the “Tip a Firefighter,” event to benefit the St. Jude’s Hospital
                                                 Kids Cancer Research Campaign. Fire Department personnel spent the
                                                 evening greeting and interacting with customers at Chili’s while working
                                                 alongside Chili’s associates to clean, wash dishes, and serve restaurant
                                                 patrons. Chili’s management and staff expressed their gratitude for the
                                                 support and participation.
