Measure U: Moreno Valley Essential Services
Measure U provides locally controlled funding to support essential City services and public safety priorities in Moreno Valley. Reauthorized by Moreno Valley voters in 2024, Measure U extends the one-cent (1¢) Transaction and Use (Sales) Tax originally approved by voters in 2021.
Revenue generated through Measure U helps provide the City with additional resources to maintain and enhance essential city services, address public safety priorities, and respond to the community’s needs.
Following voter approval, the City is taking a measured, thoughtful, and fiscally responsible approach to implementation. New programs, personnel, and resources will be introduced as Measure U revenues are received and as the City determines that ongoing costs can be sustainably supported. This approach allows the City to align investments with available revenues while maintaining long-term financial stability.

From Ballot Approval to Implementation
Measure U has evolved through a series of voter and City actions, beginning with its original approval in 2021, continuing through reauthorization, and now into implementation. 2021 — Initial Voter Approval
Moreno Valley voters initially approved the local transaction and use tax.
August 6, 2024 — City Council Action
The Moreno Valley City Council placed the Moreno Valley Essential Services Reauthorization Measure on the November 2024 ballot.
November 2024 — Voter Approval
Moreno Valley voters approved Measure U, reauthorizing the locally controlled one-cent transaction and use tax.
April 1, 2025 — Implementation
The City is implementing service enhancements based on actual revenues received, operational needs, and the long-term cost of maintaining new programs and positions through California Department of Tax and Fee Administration (CDTFA).
Ongoing — Transparency & Accountability
Implementation and financial information will continue to be reported publicly as Measure U revenues are received and programs move forward.

Planned- Additional staffing in Traffic Engineering, Building & Safety, and Animal Services

Long-Term Public Safety Planning
Under Evaluation- Evaluation of a future Public Safety Campus as a separate financing action
Implementation is subject to actual revenues received, operational needs, City Council authorization, and the ongoing cost of sustaining each service enhancement.
