AB 98/SB 415 Truck Routes in Moreno Valley
Safe and Efficient Truck Routes in the City are regulated by California Assembly Bill 98 (AB 98) enacted in 2024 and Senate Bill 415 (SB 415) enacted in 2025.
AB 98 provides a framework for identifying and enforcing approved truck routes. The goal of these routes is to minimize the impact of heavy vehicles on sensitive areas while maintaining the safe and efficient movement of goods.
As of December 2025, the City is currently updating the truck routes.
Key Requirements
AB 98 has specific requirements for assigning truck routes and adopting them into the Circulation Element of the Moreno Valley General Plan. Truck route requirements include:
- Routes must be adopted by January 1, 2026, in the Warehouse Concentration Region (WCR), which includes the City of Moreno Valley
- Routes must maximize the use of major highways and only utilize commercial roads when necessary
- Routes will be provided in a publicly accessible Geographic Information System (GIS) format (coming soon)
- Conspicuous signage to identify truck routes, truck parking, and appropriate idling locations
