General Election Information
The City of Moreno Valley holds its General Municipal Election during even numbered years. This year, the General Municipal Election falls on November 5, 2024.
The City of Moreno Valley is a General Law City governed by a Mayor who is elected at large and four City Councilmembers who are each elected by District. The Mayor is elected to serve a two-year term, and Council Members are elected, on a staggard basis, to serve four-year terms. On an annual basis, one of the Councilmembers is appointed by the City Council to serve as Mayor Pro Tem.
The Mayor is a member of the City Council and has all the powers and duties of a member of the City Council, except the Mayor serves as the Presiding Officer at all City Council Meetings, and performs other functions as set forth under state law, City ordinance and various policies adopted by the City Council. In the physical absence of the Mayor, the Mayor Pro Tem exercises certain powers granted to the Mayor.
The City Clerk serves as the City’s Election’s Official, who is responsible for issuing and receiving nomination papers for candidates for Mayor and Council. The City Clerk is also responsible for processing ballot measures and publishing all required election related notices. In addition, all campaign and conflict of interest filings required by the Fair Political Practices Commission (FPPC) are centralized in the City Clerk's Office.

The next General Municipal Election will be held on November 5, 2024.
The following seats will appear on the General Municipal Election Ballot:
- Mayor for a Two-Year Term,
- District 1 Councilmember for a Four-Year Term
- District 3 Councilmember for a Four-Year Term
Qualifications for Candidate
To qualify as a candidate for Mayor or City Council, one must be a registered voter and a resident of the City of Moreno Valley, at least 18 years of age by election day, and eligible to take the oath of office. It is important to note that candidates must also live within the District they are seeking to serve as a Councilmember.
Nomination petitions must contain the signatures of at least 20 registered voters within the City of Moreno Valley for the Mayor’s seat, and at least 20 registered voters within the applicable District for any Councilmember seat. Nomination petitions and related documents may be picked up at the City Clerk’s Office, commencing July 15, 2024, through August 9, 2024, by 4:30 p.m. at Moreno Valley City Hall located at 14177 Fredrick Street, Moreno Valley. You are encouraged to make an appointment with the City Clerk by calling 951-413-3001 to pick up nomination petitions and related documents in case you have any questions about the nomination process. The deadline for filing completed nomination petitions and related documents is August 9, 2024, before 4:30 p.m.
Please note that if any incumbent does not file nomination papers within the filing period, the filing period will be extended for an additional five calendar days to August 14, 2024, to allow anyone (other than the incumbent) to submit completed nomination petitions for the respective seat.
