Emerging Leaders Council (ELC)

Council Meeting

The Emerging Leaders Council (ELC) was established by City Council on April 8, 2014. The purpose of the ELC is to:

  • Identify high school and college students with the desire and potential to become community leaders
  • Educate those students in local and regional government policies and activities
  • Focus their efforts on community service in Moreno Valley

The Mission of the Emerging Leaders Council is: “Serving, connecting, and empowering youth and young adults to become future leaders, while making a difference in our community.”

ELC Members

The Emerging Leaders Council has 9 members and two alternates. Some of the objectives include creating opportunities for public discussion of issues of importance to the community’s youth and young adults and communicating those issues to the City Council. They will also make recommendations to the City Council regarding youth-related programs, services, and legislation. Appointments are made by the City Council
