The City of Moreno Valley offers numerous programs to help our neighbors in need. In partnership with local, regional, state and federal agencies, we have cultivated a strong network of resources to assist community members experiencing homelessness and those at risk of becoming homeless. Our main priority is to develop and maintain an effective plan to organize and deliver supportive social services to our homeless population.

Homeless to Work
Our Homeless to Work program is a partnership between the City and The Salvation Army to help preclude and/or reduce homelessness in Moreno Valley. The program helps prepare participants to transition to the active workforce by providing temporary employment while connecting them with resources to help overcome obstacles to their pursuit of gainful employment and permanent housing. Homeless Assistance Program
The Homeless Assistance Program is designed to assist individuals in the navigation of programs and services that can guide them towards housing and stability. For more information, please call The Salvation Army at 951.784.4490.

Rapid Rehousing Program
The Rapid Rehousing Program provides case management services, which includes community outreach and a wide range of homeless and homeless prevention services to low-income residents. The goal of the program is to assist with stable housing and prevent increased homelessness resulting from the impact of COVID-19. Grant Funding
The City of Moreno Valley receives funding from the U.S. Department of Housing and Urban Development (HUD) to perform a wide range of activities aimed at benefiting its low-to-moderate income residents and homeless. Grant Monitoring and Administration.

RUHS California Behavioral Health — CA CARE Act
The CARE Act paves a new path to deliver mental health and substance use disorder services to the most vulnerable members of our county who are experiencing homelessness or incarceration. Social Services Continuum of Care
A Continuum of Care (CoC) is a regional or local planning body that coordinates housing funding for homeless families and individuals. The program provides homeless assistance by leveraging funding needed through the HUD Consolidated Application. The Point-In-Time (PIT) Homeless Count is a one-day street-based and service-based count and survey of Riverside County’s sheltered and unsheltered homeless population, which identifies how many people in Riverside County are homeless. View website.

How YOU Can Help
Helpful tips:
- Volunteer with one of our many local organizations that assist the homeless
- Make donations to organizations that assist the homeless community
- Treat homeless community members with dignity and respect
- Share our city resources and information when possible
- Do not encourage panhandling by giving money
- Report illegal activity to the authorities
- Call 9-1-1 for emergencies
Public Safety / Quality of Life Resources
The City of Moreno Valley created an internal Homeless Task Force which consists of Community Enhancement and Neighborhood Services, the Riverside County Sheriff’s Department Homeless Outreach Team, and Financial Resources. The Homeless Task Force mission is to collaborate with our community partners on homeless outreach and services as well as focus on public safety and quality of life for our residents. The Homeless Task Force meets on a continuous basis to share information and discuss available resources.
